New Look To Pay Record Fine

The Court of Appeal has upheld the £400,000 fine levied on New Look -for breaching fire safety norms - by a lower court.

The London Fire brigade filed a case against New Look for breaching fire safety regulations following a 2007 fire incident at the retailer’s Oxford Street store. More than 150 firemen and 35 engines camped outside the building for three days before the flames were put out completely.

Next Look failed to call up the fire brigade as soon as the fire broke out. A worker in the next building was the first to telephone the brigade, it has emerged. However, the fire had spread beyond the outlet’s second floor by the time the fire tenders reached the spot. The shop’s fire alarm is said to have gone off but was reset at least once.

Firemen helped nearly 450 people from the New Look building and other areas within sizeable distance of the flames. Vehicular traffic and people were not allowed on large sections of the Oxford Street due to which businesses remained closed for an additional two days following the fire incident. The reason for the fire is still not known.

His Honour Judge Rivlin ruled that New Look was to pay £400,000 in fines and £136,052 as costs after the firm accepted breaching the Regulatory Reform (Fire Safety) Order 2005 (the RRO). This is the single largest fine ever levied under the RRO.

At the Court of Appeal hearing New Look argued its case for fine waiver by saying the fire was not the result of any individual or collective negligence of duty. The fashion chain said the incident did not lead to grievous injury or someone’s death and that HHJ Rivlin’s decision was too harsh.

However, the Court of Appeal upheld the fine saying injury or death was no requirement to decide a case for breach of duties under the Order.

A new study reveals that one in every four employees are planning to put down their papers in the coming year. It was conducted by market research company GfK NOP.

Close to 4000 employees were studied. About13% of the respondents said that they planned to quit as quickly as possible and 11% said they would resign within the next year. Those employed in the water, energy, agriculture, transport and communication sectors were actively searching for a change.

According to the study, many companies were still in the process of restructuring and continued to put a freeze on hiring and pay. They also continued training cutbacks as a cost-cutting measure.

GfK NOP’s Employment Engagement Specialist Sukhi Ghataore said high attrition levels can have an adverse affect on a business, resulting in disengaged workforce, bigger recruitment and operating expenditure. About three in ten employees surveyed admitted that morale at the workplace was lower than last year, with most public sector employees feeling this way. About 25% also said that job satisfaction levels were low.
